When a child is born abroad to parents who are both Filipino citizens or to one (1) parent who is a Filipino citizen, i.e. one who has not been naturalized as a citizen of a foreign country, the child’s birth must be immediately reported to the Philippine Statistics Authority (PSA) through the Philippine Embassy or Consulate, which exercises jurisdiction over the place of birth.

Children who were born in the following region/cities should be registered with the Philippine Consulate General in Jeddah:

The birth of children in the KSA but in areas NOT mentioned above should be reported to the Philippine Embassy in Riyadh (https://riyadhpe.dfa.gov.ph/contact-us).


PROCEDURE FOR FILING A REPORT OF BIRTH

  1. Proceed to Window 2, Building 3, and submit all of the required documents
  2. The Consular Officer will review all documents and inform the client if there are discrepancies that need to be corrected or any missing document that needs to be presented.
  3. If all documents are complete in form and substance, the Consular Officer will direct the client to pay the fees at the Cashier.
  4. Client will proceed to the Cashier (1st Floor, Building 3) to pay the fees
  5. After payment, Client will return the receipt to the Consular Officer at Window 2.
  6. Once the fees are settled, the Consular Officer will inform the applicant of when they can return to claim their signed and authenticated Report of Birth Form.

GENERAL REQUIREMENTS FOR FILING A REPORT OF BIRTH

1. Duly accomplished REPORT OF BIRTH FORM YES 0 - Accomplish just 1 copy of the ROB Form
2. Duly Accomplished Description of Child Born and Parents YES 4

  1. If married in the Philippines or any other Consulate/Embassy abroad: Original Marriage Certificate or Report of Marriage issued by the PSA, apostilled by the DFA
  2. If married in the Philippine Consulate General in Jeddah: Original Report of Marriage

Additional Requirements if Parents are Married after the Child’s Birth (Child is Legitimated)

  1. Affidavit of Legitimation accomplished by both parents
  2. Proof of Marriage:
  • If married in the Philippines or any other Consulate/Embassy abroad: Original Marriage Certificate or Report of Marriage issued by the PSA, apostilled by the DFA
  • If married in the Philippine Consulate General in Jeddah: Original Report of Marriage

Additional Requirements if Parents are NOT Married (Child is Illegitimate)

  1. If Child will use the Father’s surname:

    1. Affidavit of Admission of Paternity (AAP) to be accomplished by the Father

    2. Affidavit to Use the Surname of the Father (AUSF) to be accomplished by:

      1. The MOTHER, if child is below 7 years old;

      2. The CHILD, and attested by the mother, if the child is between 7 - 17 years old; or

      3. The CHILD, if the child is 18 years old and above.

  2. If Child will use the Mother’s surname:

    1. Duly accomplished Affidavit of Illegitimacy
